Horizon Europe drives the professionalisation of research managers through the CARDEA project

The European project, funded under Horizon Europe, is one of the most relevant initiatives aimed at consolidating and recognising the role of the research manager in Europe.

Its main objective is to strengthen research management as a strategic profession within the European research and innovation ecosystem, an area that has historically had limited visibility despite being essential to scientific excellence and innovation.

A key project for research management in Europe

CARDEA addresses the lack of standardisation in research management careers, as well as the absence of shared competency and professional development frameworks across European countries. The project is developing tools such as capability models, competency frameworks, assessment methodologies and training programmes to improve consistency and professionalisation across the sector.

In this context, the project also promotes communities of practice and collaborative networks between institutions in order to improve mobility, continuous professional development and recognition of research managers.

CARDEA’s strategic objectives

The project’s main objectives include:

  • Developing a European competency framework for research managers, aligned with initiatives such as the European Competence Framework for Research Managers promoted by the European Commission.
  • Creating tools to assess capabilities and institutional maturity.
  • Establishing a structure for continuous training and professional development.
  • Promoting mobility and the exchange of good practices between European institutions.
  • Improving the visibility and recognition of the profession within the European research system.

This approach is aligned with European Commission policies, particularly those aimed at strengthening the European Research Area (ERA).

A common framework for the future of research management

One of CARDEA’s most innovative aspects is its alignment with the development of the European Competence Framework for Research Managers, promoted by the European Commission. This framework defines the skills, knowledge and competencies required by professionals who manage research projects, from universities to technology centres.

The project also contributes to the development of practical tools such as:

  • Competency assessment models.
  • Professional development guides.
  • Structured training programmes.
  • Institutional needs assessment systems.

Together, these tools support greater professionalisation of the sector and more efficient research management across Europe.

Impact on the European research and innovation ecosystem

CARDEA has a direct impact on the quality of European research by strengthening the role of research managers as key players in securing funding, managing projects and transferring knowledge. Its approach helps improve the competitiveness of European institutions within programmes such as Horizon Europe.

Complementary initiatives such as Cardea Hub also strengthen collaborative networks, promoting knowledge exchange and continuous learning among professionals in the sector.

CARDEA and the future of professional research management in Europe

The CARDEA project represents a significant step towards a more structured, professional and efficient European research management ecosystem. Its focus on competencies, mobility and continuous training marks a turning point in the recognition of the role of research managers in Europe.

At Effectia, we work in line with the principles promoted by CARDEA, the European Competence Framework for Research Managers and European Commission initiatives aimed at professionalising research management. We are committed to excellence, structured competency development, innovation in the management of European projects and strengthening the R&D&I ecosystem, actively helping to improve Europe’s research and innovation capacity.
