Effectia addresses territorial innovation strategies and research talent at Transfiere 2026

Transfiere 2026, a leading national forum on innovation, knowledge transfer and public-private collaboration, will feature Effectia in two activities focused on territorial innovation and research talent management, two areas in which the consultancy has extensive expertise.

First, the “Territorial Innovation Strategies” thematic panel, taking place on Tuesday, 24 February 2026, will explore different approaches and experiences aimed at advancing territorial innovation, presented by those leading them. The session will be held in the Innovation Room from 13:30 to 14:15. Then, on Wednesday, 25 February at 12:30, Lorena Muñoz, CEO of Effectia, will lead a session on the latest developments in the European Commission’s Human Resources Award at the Spanish State Research Agency (AEI) stand.

Thematic panel: territorial innovation strategies

Under the title “Territorial Innovation Strategies”, Lorena Muñoz, CEO of Effectia, will lead a panel exploring approaches, public policies and practical experiences aimed at driving innovation at regional level. The discussion will focus on key drivers of territorial development, including knowledge transfer between universities, technology centres and companies, as well as territorial impact understood as the generation of economic and social value and qualified employment.

Against a backdrop of digital transformation, the green transition and the need to strengthen regional competitiveness, territorial innovation strategies are becoming a key tool for aligning priorities, focusing resources and maximising the impact of R&D&I policies.

Leading institutional representatives in innovation policy

The panel will bring together leading institutional representatives in regional innovation, who will share their regions’ experience in designing and implementing innovative public policies:

  • Migdalia Machín Tavío, Minister for Universities, Science, Innovation and Culture of the Government of the Canary Islands, will present the archipelago’s strategy for strengthening its innovation ecosystem, developing talent and promoting knowledge transfer as a driver of development.
  • Marina Villegas, Director General for Research and Technological Innovation of the Community of Madrid, will provide the perspective of one of Spain’s leading R&D&I regions, with a particular focus on public-private collaboration and attracting high-value projects.
  • Carmen Cotelo, Director of the Galician Innovation Agency (GAIN), will present Galicia’s approach to smart specialisation, support for business innovation and connections between science and industry.
  • Lourdes Puigbarraca, Deputy Director of the Directorate-General for Transfer and the Knowledge Society of the Government of Catalonia, will share Catalonia’s experience in transfer policies, knowledge valorisation and territorial impact.
  • Juan José Cortés Vélez, Director General for Innovation at the Valencian Regional Ministry of Industry, Tourism, Innovation and Trade, will discuss the innovation approach behind the Territoris Innovadors initiative.

Session on the latest Human Resources Award developments

On Wednesday, 25 February at 12:30, the Spanish State Research Agency (AEI) stand will host a session analysing the latest developments in the European Commission’s Human Resources Award.

The session will address the main changes, opportunities and challenges associated with this European recognition, which is particularly relevant for organisations committed to excellence in human resources management in research and alignment with the principles of the HR Excellence in Research strategy.

Effectia’s presence at Transfiere reinforces our commitment to developing strong, coordinated innovation ecosystems that deliver real territorial impact, aligning public policies, scientific and technological capabilities and the business sector, while also highlighting the need to strengthen the attraction and retention of talent across the R&D&I system.
